Schools are reminded of the final dates to withdraw Year 12 students from courses:

• Friday, 29 July 2016 – final date for withdrawing students from ATAR courses with practical examination components. No changes will be made to student enrolments in these courses after this date.
• Friday, 26 August 2016 – final date for withdrawing students from ATAR courses which do not have practical examination components. No changes will be made to student enrolments in these courses after this date.
• Friday, 26 August 2016 – final date for withdrawing students from General, Foundation, Preliminary and VET industry specific courses. No changes will be made to student enrolments in these courses after this date.

Schools are reminded that Year 10 and Year 11 student enrolments in VET and Year 10 to Year 12 student enrolments in endorsed programs must be uploaded into the Student Information Records System (SIRS) as soon as possible, but not later than Friday, 12 August 2016.

Schools need to ensure that they receive the correct enrolment information from registered training organisations (RTOs) relating to their students’ enrolments in units of competency and qualifications. It is important that schools acquire the appropriate documentation from the RTO to confirm enrolments before submitting the data to the Authority. This will ensure that accurate information is uploaded into SIRS to avoid issues at the time of providing student achievement reports.

Provision of VET and endorsed program enrolments
The following sections of the Data Procedures Manual 2016 provide instructions relating to required actions (extracting data of students enrolled in VET units of competency or endorsed programs, uploading the enrolments into SIRS and verifying these enrolments in SIRS):

It is important to note:

• the VET Unique Student Identifier (USI) is optional in the VET enrolment file (ENVET). However, it is required for units of competency and qualifications that contribute towards meeting the Western Australian Certificate of Education (WACE) requirements when reporting achievements through the RSVET and RSQUAL. • schools delivering VET that is integrated into a VET Industry Specific course must enrol the students in the units of competency as VET integrated in the ENVET file. Students who meet VET industry specific course requirements can achieve course unit credit towards a WACE. Teachers should remind students who are enrolled in a Year 12 ATAR course pair of units that they are required to sit the ATAR course examination. There are both written and practical examinations for some ATAR courses.

If students do not sit an ATAR course examination and do not have an approved sickness/misadventure application for that course, the grades for the pair of units completed in that year will not contribute to the calculation of the Western Australian Certificate of Education (WACE) achievement standard, but they will still count in the breadth-and-depth requirement. In addition, students will not get an ATAR course report.

As a consequence, a student may not meet the requirements to receive a WACE.

In response to feedback from teachers of languages, the process for completing the Application for Permission to Enrol in a WACE Language Course has been adjusted. The adjustments will streamline the application process by ensuring that information required to enable a decision to be made regarding the course in which the student will be permitted to enrol is provided with the application.

The attention of teachers and school administrators is drawn to adjustments to the application process below, and, in particular, the supporting documents that must be submitted.

1. If the student has attended one or more overseas schools where the language of instruction at the school is the language being applied for, or, if the student studied the language being applied for (i.e. as a second language) then only the most recent report from the school (i.e. one report) must be submitted with the application.

   Note that the Authority may require the student to provide additional reports during any subsequent review that may take place.

2. If the student has resided in, and/or travelled to, and/or attended school in, a country or place where the language they are applying for is used for communication and/or school instruction, the passport page showing the student’s name, place of birth and nationality must be submitted with the application.
3. If the student was born overseas they must provide the passport page authenticating the date of entry into Australia as a resident. Note that should the passport not be accessible, this information may be available in the student’s International Movement Record (IMR) held by the Department of Immigration and Border Protection. A student’s IMR can be requested with a Request for international movement records form that is available from the Department of Immigration and Border Protection at:
   https://www.border.gov.au/Search/Pages/Results.aspx?k=internationalmovement record.The form includes instructions for submitting the form.
4. If the student has travelled to a country where the language they are applying for is a language of communication (including a school trip or an exchange) then an IMR is required. Passport pages showing entry/exit passport stamps are not required.
5. If the student has visited or had in-country experience in a country where the language they are applying for is a language of communication, they are required to indicate this in Column 3 of Table 3.2.1 and also to complete columns 4 and 5. Travel to other places is not required in this table.

   Note that should a student, in one year, have lived in more than one country this must be indicated in Column 2, e.g. Australia (3 months)/Malaysia (9 months).

6. The statutory declaration can be witnessed by the student’s language teacher or by the student’s parent providing they hold one of the recognised qualifications.

Thank you to schools whose students have submitted the online Student Declaration and Permission at: https://www.wace.wa.edu.au. Many students have not completed the process and the Authority has extended the final date for submissions to Wednesday, 17 August 2016.

The following students are required to complete the online Student Declaration and Permission:

• All Year 12 students
• Year 11 students who are studying ATAR Units 3 and 4 and sitting the 2016 ATAR course examinations
• Year 10 students who have been given approval to study ATAR Units 3 and 4 and sit the 2016 ATAR course examinations.

Failure to complete the submission process may impact schools with students who:

• may win an award (including students who are not sitting ATAR course examinations) and who have not indicated their preference to have/not have their name published in the media
• are unaware of the requirements for achieving the WACE.

Schools are requested to ensure all students complete the submission process by the extended deadline of Wednesday, 17 August 2016.

Schools can monitor which students have completed the online Student Declaration and Permission via the report CSE058 – Student Release Choices by Provider.

The pathway to the report is: Reports > Other reports > Report type: Students, Report: CSE058.

A revision to include Secondary Sources information in Appendix 4: Production validation (source acknowledgements) of the 2016 Visual Arts ATAR course practical (production) examination requirements document has been made.

Teachers and students of the Visual Arts ATAR course should use the revised Appendix 4 for the practical (production) examination submission.

The 2017 written ATAR course examinations will run from Wednesday, 1 November to 
Tuesday, 21 November.

The 2017 practical ATAR course examinations will be scheduled as follows:

1. Saturday, 23 September to Sunday, 1 October (Saturday, Sunday and the public holiday included)
   Aviation, Dance, Drama, Music and Physical Education Studies
2. Saturday, 23 September to Saturday, 7 October (Saturday, Sunday and the public holiday included)
   English as an Additional Language/Dialect (overseas schools)
3. Saturday, 14 October and Sunday, 15 October
   Chinese: Second Language, Indonesian: Second Language and Japanese: Second Language
4. Friday, 13 October to Sunday, 29 October (Saturday and Sunday included)
   English as an Additional Language/Dialect (Western Australian schools), French: Second Language, French: Background Language, German: Second Language, German: Background Language and Italian: Second Language, Italian: Background Language

The school will not be able to specify particular day/s for the practical examinations to be held for all of its students. Students from a school must be randomly allocated to examination times throughout all of the days allotted for a course. This process ensures anonymity for all candidates.

Schools are advised to plan activities such as school examinations, final-day assembly, graduation, valedictory dinners and leavers’ breakfast on dates other than those listed above. These activities should be scheduled when there are no examinations for local students, such as between Monday, 2 October and Thursday, 12 October.

Schools are requested to communicate the written and practical examination dates to students, teachers and parents. No allowance in the timetable can be made for holidays, work or personal arrangements.

The written ATAR course examination dates for future years will be:

• 2018          Thursday, 1 November – Wednesday, 21 November
• 2019          Friday, 1 November – Thursday, 21 November
• 2020          Monday, 2 November – Friday, 20 November.
