Applications for permission to enrol in a WACE Language course Year 11 or 12 2024

Schools are advised that the last date for commencing an Application for permission to enrol in a WACE Languages course (for enrolment in a WACE language course in 2024) has passed.

Students who have started an application but have not submitted it, and have decided not to continue their study of a language in senior secondary Year 11 (or 12), are encouraged to cancel the application in the Student Portal.

Students who intend to continue with their application are advised to complete it as soon as possible and submit in the Student Portal.

Any application that has not been submitted by Friday, 13 October 2023 will be deleted from the system.

School administrators, Heads of Learning Area – Science and Teachers of General Integrated Science are advised that the School Curriculum and Standards Authority (the Authority) unit approval process for Year 11 General Science in Practice has opened.

Schools are reminded that only Authority‑approved units can be delivered.

A list of Authority‑approved units is published on the General Science in Practice course page at https://senior-secondary.scsa.wa.edu.au/syllabus-and-support-materials/science/science-in-practice. Access to these units and the associated support materials requires teachers to login or register for an Extranet account https://www.scsa.wa.edu.au/extranet/login.

Schools may develop their own units or modify approved units; however, these will need to be approved by the Authority prior to the commencement of teaching. Assessment workshop for new ATAR Year 11 Modern History syllabus

Teachers of ATAR Year 11 Modern History are advised that the School Curriculum and Standards Authority (the Authority) will be conducting an Assessment workshop in Term 4 for teachers. The purpose of this workshop is to provide teachers with information on the Authority’s assessment requirements for the new ATAR Year 11 Modern History Syllabus to be implemented in 2024.

The workshop is intended for schools that are offering the ATAR Year 11 Modern History course in 2023 and plan to offer the new ATAR Year 11 Modern History course in 2024. An additional Webex workshop will be available in Term 4.

The workshop will focus on developing a course and assessment outline, constructing sample assessment questions and developing analytical marking keys.

The workshop will include:

  • unpacking sample support material provided by the Authority
  • developing an assessment outline.

The date for this Webex workshop is Tuesday 24 October 12.30 pm–3.00 pm.

ATAR Year 12 Design New Syllabus Workshop

Teachers of ATAR Year 12 Design are advised that the School Curriculum and Standards Authority (the Authority) will be conducting a New Syllabus Workshop in Term 4.

The workshop will focus on:

  • unpacking the new ATAR Year 12 sample support material
  • exploring student work samples and applying the new Practical (Portfolio) Marking Key
  • understanding the Practical (Portfolio) Examination requirements
  • reviewing the Sample Written Examination.

There are two opportunities to engage in the workshop:

  • Face-to-face Meeting: Wednesday, 25 October, 1:00 pm–3:30 pm or
  • Teams Meeting (online): Thursday, 26 October, 9:00 am–11:30 am.

The workshop will be an invaluable opportunity to assist teachers in the planning for, and delivery of, the new syllabus.

Teachers are asked to bring the following digital or hard-copy documents:

  • the ATAR Year 12 Design Syllabus (for teaching from 2024 version).

The workshop is free to attend, however, schools are responsible for teacher relief and any travel and accommodation expenses.

ATAR Music Change to Unit 3 Designated Works

Teachers of ATAR Music are advised that the School Curriculum and Standards Authority (the Authority) has made a change to the Unit 3 designated works.

Specifically, the work Strange Fruit (Billie Holiday)has been replaced by Young, Gifted and Black (Nina Simone). This change is effective immediately and is required for teaching in ATAR Music Unit 3 from 2024 to 2026.

The amended list of designated works is available on the Music page of the Authority website (under ‘Support Materials: Written component’): https://senior-secondary.scsa.wa.edu.au/syllabus-and-support-materials/arts/music/.

The change relates to the compulsory requirement to study the work and concern that the context of the work may not be suitable or appropriate for some students.

  • exploring the new approach to teaching and assessing composition
  • exploring the changes to the music analysis syllabus content and designated works
  • facilitating discussion and collaboration between colleagues to support new syllabus implementation.

Teachers are advised that a draft of the Design Practical (portfolio) examination requirements for 2024 and a draft of the 2024 Practical (portfolio) marking key have been published on the ATAR Design course page: https://senior-secondary.scsa.wa.edu.au/syllabus-and-support-materials/arts/design.

These documents have been published to allow teachers to prepare for the changes to the Practical examination requirements as a result of the implementation of the revised Year 12 ATAR Design syllabus in 2024. Please note that these are draft documents. Teachers are advised to refer to the final version of the documents when published in March next year.


Applications for the development of the 2024 ATAR course examinations

The School Curriculum and Standards Authority (the Authority) invites applications from current and retired teachers, Technical and Further Education (TAFE) and University lecturers to participate in the development of the 2024 ATAR course examinations.

Positions that may be available for all examination panels are:

  • Chief examiner
  • Examiner
  • Independent reviewer
  • Paper checker.

The Authority is seeking applicants with at least three years’ experience in teaching and assessment, an excellent understanding of examination-setting techniques and familiarity with the syllabus to be examined in 2024 in the relevant course.

In additional to current Australian Tertiary Admission Rank (ATAR) courses, applications are also being sought for the following courses:

  • Aboriginal and Intercultural Studies
  • Indonesian: Background Language
  • Punjabi: Background Language
  • Punjabi: Second Language
  • Tamil: Background Language
  • Tamil: Second Language.

The Authority may offer a panel position different from those selected on the original application form.

All Examination panel members must have a current Nationally Coordinated Criminal History Check (NCCHC) and a Screening Clearance Number (SCN) which is issued by the Department of Education.  You will be informed if your NCCHC is current if you are appointed to the 2024 ATAR examination panel.  If it is not current, you will have to obtain a NCCHC before commencing.

Further information about these positions, including Terms of Reference, Duties of Members, the Code of Conduct and an Indicative Timeline for members of the examination panels is available online.

Moderation

2024 EST content for all Year 12 General and Foundation courses

The Externally Set Task (EST) is administered in schools during Weeks 4, 5 and 6 of Term 2, 2024. All students enrolled in a General Year 12 or Foundation Year 12 course are required to complete the EST for that course.

The EST is based on Unit 3 syllabus content and schools are advised that the syllabus content, highlighted within the document, will be available from Friday, 22 September 2023 in the Assessment section of the School Curriculum and Standards Authority (the Authority) website under Years 11 and 12 at https://senior-secondary.scsa.wa.edu.au/assessment/externally-set-tasks/externally-set-task-materials.

All Foundation course ESTs will include the skills of literacy and numeracy in association with the identified 2024 EST Unit 3 content.

The Authority will publish the Externally Set Tasks Handbook 2024 in January 2024.


2024 COAT contexts for Year 12 ATAR EAL/D

The Common oral assessment task (COAT) is administered in schools during Weeks 3, 4, 5 and 6 of Term 2, 2024. All students enrolled in the Year 12 ATAR English as an Additional Language or Dialect (EAL/D) are required to complete the COAT.

The COAT is based on Unit 3 syllabus contexts and schools are advised that the syllabus contexts, highlighted within the document, will be available from Friday, 22 September 2023, on the ATAR EAL/D course page https://senior-secondary.scsa.wa.edu.au/syllabus-and-support-materials/english/english-as-an-additional-language-or-dialect.

The Authority will publish the Common oral assessment task handbook 2024 in January 2024.


Small group moderation 2024 – online registration and upload of course assessment outline

Schools planning to run a class with fewer than six examination candidates in an ATAR Year 12 course are reminded of the need to establish a small group moderation partnership for 2024. Note: Year 12 ATAR courses with one student enrolled are still required to form a small group moderation partnership.

All schools with one or more small group moderation partnerships must register their partnerships with the School Curriculum and Standards Authority (the Authority) by Thursday, 8 February 2024.

To ensure the required comparability of marks, a partnership should be made with another school early to ensure delivery of the course at the same time. Establishment of a partnership before teaching commences enables the teachers involved to agree to the sequence and timing of delivery and to plan a common assessment outline.

From 2024 onwards schools will be required, when they register their small group moderation partnerships, to also upload the common assessment outlines for the courses involved in these partnerships.

All schools in a partnership are required to:

  • use an identical assessment outline (typically developed collaboratively)
  • establish and use identical assessment tasks and marking keys
  • conduct all assessment tasks under the same agreed conditions (or conditions that are as similar as possible)
  • co-develop and document agreed marking strategies to ensure comparability of marking, which can include:
    • one teacher marking a task from all students in all partner schools (i.e. rotating the marking of tasks between teachers)
    • double-marking a task from all students or from selected students across the range of grades (i.e. both teachers independently mark the whole task or particular sections/questions, then discuss comparability, review marks and make adjustments where required)
    • co-marking a task (i.e., each teacher marks particular sections/questions for all students).

The October 2023 Circular will include further details regarding the process to upload common assessment outlines and the link to register the small group moderation partnerships, which will replace the form previously used for this process.

Seminars will be provided early in 2024 for those teachers who have not participated in a small group moderation partnership before, or for those who wish to refresh their understanding of the required procedures. Details about the seminars will be available under ‘Events’ on the Authority website at https://scsa.wa.edu.au/events in December 2023.


SIRS, Enrolments and General Information

2023 – Collection of Year 12 students’ achievement data

This is an early reminder that the Year 12 achievement data is due to the School Curriculum and Standards Authority by Thursday, 26 October 2023 as per the 2023 Activities Schedule.

Information about collecting achievement data will be received by schools by Monday, 9 October 2023.

Schools will need to provide the achievement data for:

  • Year 12 students for courses (ATAR, General, Foundation, Preliminary and VET industry specific), VET qualifications, VET units of competency, Department of Training and Workforce Development funded VET skill sets and endorsed programs
  • non-Year 12 students sitting one or more ATAR course examinations.

Reminder: Application for recording of enrolment and achievement in ATAR Units 1 and 2 for students in Year 10 in 2025 (Year 8, 2023)

The completed application form is to be emailed to certification@scsa.wa.edu.au.

Schools should only apply if the studies are part of a longer-term program for students who are:

  • either gifted and talented or
  • accelerated language students.

The importance of uploading the RSQUAL file for WACE certification

Schools are reminded of the importance of ensuring the VET Qualification Results (RSQUAL) file is uploaded to the Student Information Records System (SIRS) database at the end of each calendar year. The information in the RSQUAL file is used to allocate unit credit towards the Western Australian Certificate of Education (WACE) and to determine that a student has met the Certificate II or higher requirement.

Please note: The RSQUAL file must only be uploaded once the school has received written verification from the Registered Training Organisation (RTO) that the student has achieved the qualification.

It is also important for schools to ensure that the RSQUAL file processes successfully to SIRS and any error messages are resolved before due dates. If a student does not have the correct number of units of competency linked to a qualification in SIRS, the RSQUAL will not upload successfully.

Failure to upload this file may result in students not achieving their WACE and may therefore be considered not eligible for first round offers for entry into university and TAFE courses.

If there are errors in student achievement data after the deadlines that are a result of the school providing incorrect or incomplete data, the school will be charged a fee for updating the data.

Schools are also reminded that if the RSQUAL is not uploaded at the end of that year for Year 11 students who have completed a qualification this may also prevent students from achieving their WACE in the following year.

The RSQUAL file should be uploaded at the conclusion of the year that the student completes the full qualification (whether that be Year 10, 11 or 12).

Schools should check that the qualification has been recorded correctly by running the report
CSE007 – VET qualifications achieved in full. The pathway to this report is: Reports > Other Reports > Report type: Achievements > Report: CSE007.

Folio of achievement in 2023

Schools are reminded that students will be able to download digital copies of their folio of achievement in mid-January 2024.

To download digital copies of the documents and certificates, students will need to log in to the student portal at https://studentportal.scsa.wa.edu.au. To log in to the student portal, students will need their eight-digit Western Australian Student Number (WASN) and password.

Year 12 students who have satisfactorily completed any Western Australian Certificate of Education (WACE) course unit, Preliminary unit, VET unit of competency or endorsed program will have a folio of achievement. This folio of achievement will include one or more of the following:

  • Western Australian Statement of Student Achievement (WASSA)
  • WACE
  • Australian Tertiary Admissions Rank (ATAR) course report
  • selected award certificates.

In 2023, the WASSA will also list completed Department of Training and Workforce Development funded VET skill sets.

Details relating to this year’s folio of achievement can be found in The WACE 2023 – Your guide to the Western Australian Statement of Student Achievement, Western Australian Certificate of Education and ATAR Course Report. This information guide is available on the Authority website at https://senior-secondary.scsa.wa.edu.au/the-wace/wace-requirements. You may wish to bring this to the attention of your students.

From 2020, the School Curriculum and Standards Authority (the Authority) no longer provides paper copies of the documents and certificates in the folio of achievement.

WACE Authentication
The Authority has made available a facility whereby education institutions can verify if a student has achieved the WACE. The WACE Authentication link is available on the front page of the Authority website at https://waceauthentication.scsa.wa.edu.au.

Year 12 results
Year 12 students will be able to access their results via the student portal at https://studentportal.scsa.wa.edu.au on Monday, 18 December 2023, as will Year 11 students who sat for the 2023 ATAR course examinations.


Western Australia Student Number requests for 2024

All current students in Western Australia should have been allocated a Western Australian Student Number (WASN), and be registered with the School Curriculum and Standards Authority (the Authority). This number remains with the student throughout their school life. Schools need to recognise the importance of the WASN to avoid duplication of records and maintain continuity of student data.

From 16 October 2023, schools will only be able to request WASNs through the Student Information Record System (SIRS) for Kindergarten students commencing in 2024.

If a student other than Kindergarten arrives at your school from another WA school, please check to see if they have a WASN first using the ‘Search for WASN’ process – explained in ‘How to Search for WA Student Numbers in SIRS’ in this circular.  For new students commencing in 2024 that do not have a WASN, Schools should request a new number beginning in January 2024.

Please note we do not issue numbers for Pre-Kindergarten students.

If you cannot locate a number, then contact numbers@scsa.wa.edu.au and give details of the student’s legal surname, legal first name, date of birth and academic year. It is also useful to include your school code in any correspondence. If schools request a WASN for a student who already has a number, the correct WASN number will be sent back to schools. The Authority will forward to schools new WASNs for those students without a number.

All secondary schools with a Year 7 intake can send a complete list (spreadsheet) of Year 7 students entering their school, including the student’s legal surname, legal first name and date of birth and the Authority will look up the numbers on their behalf.

Search for a WASN in SIRS

If a student arrives at your school from another school in Western Australia, or even from overseas/interstate, you have the ability to search in the Student Information Records System (SIRS) for that student’s Western Australian Student Number (WASN) using a family name, given name and date of birth.

All student registrations are recorded in SIRS by the end of Term 1. After this time, you will be able to search for students including the student’s previous school/s. You will know where to send a transfer note, if required.

  1. Hover over Enrolments in the menu bar.
  2. Click on Student Enrolment > Student Maintenance > Find Student Number (see image below).

The Find Student Number directory will appear (see image below). Enter the student’s Family Name, Given Name and Date of Birth.

  1. Click Search.If the information you have entered exactly matches the information in SIRS, you will find a result even if the student is not at your school (see image below).

If the details you have requested are different from the information in SIRS (e.g. date of birth is different, Jackie is spelt as Jacky), no information will be found. In this case, please email numbers@scsa.wa.edu.au and provide the student’s:

  • Family Name (Surname)
  • Given Name (First Name)
  • Date of Birth
  • Academic Year
  • Previous School (if known).

Please include your provider code in the email

Troubleshooting: Search WASN

  1. What happens if the requested information does not show?

    Email numbers@scsa.wa.edu.au and provide student name, academic year and date of birth.

  2. What happens when a single year (e.g. 2022 to 2022) is entered in the date range?

    Only a result for that year will be returned.

  3. What does it mean when the Department of Education is shown as the student’s main provider?
    It means the student is likely to be under a Notice of Arrangements or may have been on the Whereabouts Unknown List (more likely with Years 7, 8, 9 and 10).

The Australian Curriculum, Assessment and Reporting Authority (ACARA) has released proposed revisions to the Australian Curriculum: Languages - Auslan (Second and First Languages) and Aboriginal Languages and Torres Strait Islander Languages (ATSIL, Second, First and Revival Languages), for Foundation to Year 10, as part of the Australian Curriculum review. Registration is now open for the consultation workshop.

The Authority has scheduled consultation workshops to assist teachers to review the documents and to collect feedback to inform the Western Australian jurisdictional response to ACARA.
