Examinations
Equitable Access to Assessment Policy and Guidelines (7–12)
Contact
Special Provisions:
specialprovs@scsa.wa.edu.au
The School Curriculum and Standards Authority (the Authority) has reviewed and published an updated Equitable Access to Assessment Policy and Guidelines (the EAA policy) to assist schools in supporting individual students who may need assessment adjustments.
The minor revisions to the EAA policy have been made to improve clarity for schools and parents, chiefly in relation to adjustments available for the National Assessment Program – Literacy and Numeracy (NAPLAN) assessment. The EAA policy now directs users to the Australian Curriculum, Assessment and Reporting Authority’s (ACARA’s) NAPLAN national protocols for test administration rather than reproducing these within the Authority’s EAA policy. The EAA policy is available on the Authority website at https://senior-secondary.scsa.wa.edu.au/assessment/equitable-access-assessment-policy.
The updates to the EAA policy will have had no impact on the approval of equitable adjustments for the recently completed NAPLAN testing or for applications already submitted for the 2025 ATAR course examinations.
The Authority has published a series of presentations to guide and support schools in their application for equitable adjustments for ATAR course examinations, including how to complete the application form, evidence required to support an application and an overview of the Sickness/Misadventure application procedure.

Moderation
2025 Consensus moderation
Contact
Nick Ognenis (08) 9273 6354
Nick.Ognenis@scsa.wa.edu.au
The Board of the School Curriculum and Standards Authority has endorsed consensus moderation processes for selected ATAR Year 11 and 12 courses in 2025.
Participation in this moderation process is compulsory for all schools delivering a course in the table below.
In 2025, consensus moderation meetings will be full-day meetings. The meetings will focus on the review of student assessment files and the application of the grade descriptions in a course to determine a grade, and on assessment practices as outlined in Section 2.4 of the WACE Manual 2025.
A key aspect to achieving comparability in standards is the development and implementation of valid and appropriate school-based assessment tasks that provide for a representative sampling of the syllabus content and provide students with the opportunity to demonstrate the full range of achievements.
Teachers participating are required to provide a student assessment file for three students (one at each grade from A to C), including all assessment types and all marked assessments up to the time of providing the file. Additionally, schools are required to provide a proposed grade distribution for the course at the time of the meeting.
Regional schools more than 100 km from the nearest scheduled meeting venue will be given the option of either attending meetings at their nearest location or participating in an online meeting following the same process as the face-to-face meetings.
Consensus moderation meetings will be conducted in Weeks 2 through 7 of Term 3, 2025. Further information on consensus moderation can be found in Section 3.4.5 of the WACE Manual 2025.
Information regarding registration of teachers and specific course requirements will be sent to principals in late Term 1. Each school will be required to register one teacher for each of the courses below that the school is delivering.
Teachers need to have procedures in place to ensure that all marked student work is retained for moderation purposes. This includes evidence collected for courses with portfolios and/or practical requirements. See Section 2.8 of the WACE Manual 2025 for further details.

Kerry Tarrant (08) 9273 6770
Kerry.Tarrant@scsa.wa.edu.au
This is an early reminder that the completion date for the online Student Declaration and Permission is Thursday, 28 August 2025 as per the 2025 Activities Schedule.
Information about the online Student Declaration and Permission procedure was sent to schools on Thursday, 20 February 2025.
Please advise Year 12 students about the purpose of the Student Declaration and Permission and encourage them to discuss this with their parents/guardians/carers prior to completion.
The purpose of the online Student Declaration and Permission is to enable students to give their permission for:
- release of their name should they win an award – the School Curriculum and Standards Authority (the Authority) award winners are published in the media and on the Authority website if permission is given
- use of schoolwork for creating support materials – the Authority is seeking permission to use schoolwork produced during 2025, e.g. assignments, projects, portfolios, tests, school-based examination responses
- use of examination responses (written and practical) – the Authority is seeking permission for the use of:
- ATAR course written and practical examination responses (copyright owned by the student)
- images and sound recordings of the student in photographs, audio recordings and audiovisual recordings that are made during the ATAR course practical examinations (copyright owned by the State of Western Australia).
Further information about the online Student Declaration and Permission is available on the Authority website at https://senior-secondary.scsa.wa.edu.au/the-wace/student-declaration .
The student portal login link is https://studentportal.scsa.wa.edu.au/.
For further information to help students log in to the student portal and complete the online Student Declaration and Permission, please refer to the Student login and navigation guide, which is available on the Authority website at https://student.scsa.wa.edu.au/student-portal.
Schools can monitor in SIRS which students have completed the online Student Declaration and Permission by generating the report CSE058 – Student Release Choices by Provider.
The pathway to the report CSE058 is: Reports > Other reports > Report type: Students, Report: CSE058.
The Authority appreciates your assistance in obtaining this important information.
Uploading 2025 student registrations to SIRS
Contact
Data Services (08) 9273 6352
dataservices@scsa.wa.edu.au
Schools and other education providers are reminded that student registrations should be uploaded regularly throughout the year to the School Curriculum and Standards Authority (the Authority) Student Information Records System (SIRS).
Registration of students for Term 1
The Authority would like to thank schools and other education providers for meeting the deadlines for uploading their student registrations. Your efforts contributed to the timely transfer of data for the National Assessment Program – Literacy and Numeracy (NAPLAN) and ensured students’ details were ready for the start of the Online Literacy and Numeracy Assessment (OLNA) Term 1 window.
Regular updates to student registration information
Now that schools have uploaded their initial registrations for Term 1, they are strongly advised to update and upload a current student registration (SRGDG) file to SIRS on a regular basis.
At a minimum, we recommend that schools upload their student registration file at the beginning of each term. This will ensure that all new students are recorded in SIRS and the status of students who have left the school is updated accordingly.
To encourage schools to continue the good practice of uploading student registrations, a reminder will be sent to all schools that have not uploaded a current SRGDG file by the end of Week 3 of Terms 2, 3 and 4.

General Information
Review of the Pre-primary to Year 10: Teaching, Assessing and Reporting Policy and Policy Standards
Contact
Maureen Lorimer (08) 9273 6397 (Tuesday, Wednesday and Friday)
Maureen.Lorimer@scsa.wa.edu.au
The Board of the School Curriculum and Standards Authority (the Authority) is currently conducting a review of the Pre-primary to Year 10: Teaching, Assessing and Reporting Policy and Policy Standards (Policy and Standards), which can be found on the Authority website at https://k10outline.scsa.wa.edu.au/home/policy/teaching-assessing-and-reporting-policy.
The Policy applies to all Western Australian and approved offshore international schools offering schooling in Pre-primary to Year 10 and is supported by the Policy Standards for Pre-primary to Year 10: Teaching, Assessing and Reporting.
Principals, school leaders and teachers are invited to provide feedback via a survey. The survey is seeking input on the current Policy and Standards to inform further refinements and improvement.
The Policy and Standards communicate the mandatory requirements for:
- teaching the Western Australian curriculum
- assessing and reporting student achievement.
The Policy and Standards were originally published in 2016. Since then, minor revisions have been made on two occasions. It is, therefore, timely for a more extensive review of the documents to ensure that the information is clear and the requirements are well understood. The current Policy and Standards, along with any revisions, must align with:
- the vision set out in the Alice Springs (Mparntwe) Education Declaration (2019)
- relevant legislative requirements outlined within the School Curriculum and Standards Authority Act 1997, the Australian Education Act 2013 and the Australian Education Regulation 2013
- the approved national learning framework Belonging, Being and Becoming: The Early Years Learning Framework (EYLF).
Your participation in the survey would be appreciated. The link to the survey can be found at https://survey.alchemer.com/s3/8201141/Pre-primary-to-Year-10-Reporting-Policy-and-Standards-Review and will be available until Friday, 9 May 2025.
If you have any queries regarding the survey, please contact Maureen Lorimer, Principal Consultant on 9273 6397 (Tuesday, Wednesday and Friday) or email Maureen.Lorimer@scsa.wa.edu.au.
